Yes. A result is only shown as successful after its final Blob size has been checked at or below the effective 20 KB limit. If the original file is already smaller, the original file size becomes the effective ceiling.
20 KB is treated as a maximum, not a byte count that must be matched exactly. Image encoders produce discrete results, so the best valid output may land below the limit.
The tool can try, but a detailed or high-resolution photo may need a large reduction in pixel dimensions. If a safe 20 KB result cannot be produced, the tool shows an error instead of an oversized download.
Small, visually simple images usually retain more useful detail. Photographs with texture, noise, or many colors have to share the same tiny byte budget and may look noticeably softer.
